El dashboard necesita servirse via HTTP para poder leer los archivos JSON. Abre una terminal en la carpeta Downloads y ejecuta:
python -m http.server 8080
Luego abre en el navegador:
http://localhost:8080/dashboard_refactorizado/index.html
